charging all their oil and after being thoroughly cleansed and ventilated. Such steamers ought to be able to load in the
ordinary anchorage.

cleansing and pumping out, filling up with general cargo at
our wharf.
5.Tank junks loading at our wharves for Canton and Riverports
and places.
6.Trading steamers coming alongside our wharf to fill properly fitted tanks of small capacity or taking in Oil packed in drum jars etc etc after completing their general loading in
the barbour.
7.Junks and steamers of all kinds coming to our wharf to load
with oil in jars, drums or in tin cases.
8.All steamers coming to our wharf ought to be allowed to
coal there provided the coaling is not done whilst the cil
is being shipped or unshipped.
With these few prefatory remarks we proceed to comment on the pro-
posed Rules and Regulations:

Should be amended to cover the case of vessels loading Fetroleum in Bulk in this port and to relieve a tank steamer from the obligation to carry a distinguishing mark while in port after the tanks bave
been cleansed and ventilated.
A tank steamer with her tanks thoroughly washed out and ventilated ought to recover the status of an ordinary cargo steamer and be free to use the usual anchorage and undistinguishable from any other vessel.
